Eastern Connecticut Football Officials
With an eye toward getting it right, and an ability to engage his entire crew in working off the same page, Hall of Fame recipient Kevin Moreland has constructed a reputation as one of the finest officials to come out of Connecticut. Working for both the Western Connecticut Football Officials Association and the Eastern Connecticut Association of Approved Football Officials, Moreland is one of the most familiar faces in the officiating ranks, and one of the most respected. Football has always been in his life. A 1981 graduate of Naugatuck High School, he quarterbacked the Greyhounds to a State Championship. That team was ranked No. 1 in New England and the state, and was honored by the Walter Camp All-American Foundation. He is a 1987 graduate of the University of New Haven. Beginning with the WCFOA in 1987, Moreland quickly showed himself to be a quick learner, and had the intangibles that make good officials. He was involved in the running of that organization, serving as its program chairman for several years, while taking on responsibility of vice-president and then president. A relocation to the eastern part of the state and a transfer to the Eastern Association of Approved Football Officials where he became immediately involved with his new organization, taking up the curriculum and training part of the association’s activities. He is the current chairman of the Better Officiating Committee, a post he’s held since 2012. He has had multiple leadership roles with the CFOA most recently the vice-president in during the 2017 and 2018 seasons, and then president in 2019-2020. His presidency was marked by difficult times with COVID and with the relationship between officials and the CIAC. The latter showed the grit and leadership of Moreland as he negotiated fairly and with an eye toward the interest of all officials. Kevin moved up the ranks in 1995, working as a member of the Eastern Association of Intercollegiate Football Officials. His work as a deep official earned him two NCAA Division III playoff assignments, one Div. II playoff, and a league championship and ECAC bowl game. He retired from the collegiate field in 2003. In 2002 he worked with the NFL Arena 2 league. As a high school official, Moreland boasts 21 post-season assignments, including six finals, 10 semis and five quarter-finals. In 1998 Moreland was inducted into the Naugatuck High School Hall of Fame, and, was the 2014 Official of the Year for the Southeastern Chapter of the National Football Foundation and Hall of Fame.
